StringLike.parseBoolean throws a NumberFormatException if the parsed String is malformed

      Description

      StringLike.parseBoolean (and hence StringOps.toBoolean) throws a NumberFormatException if the String is not a valid boolean. This makes no sense - should probably be an IllegalArgumentException instead
