Constructor listing in ScalaDoc ignore "Visibility" setting #5730

While the setting "Visibility" works for methods (e. g. non-public methods are not shown when Visibility=Public) it seems that it is ignored by the constructor listing.
This is in many cases quite misleading and I remember that some beginners were especially confused by the constructor shown in immutable.List.
