The MSIL backend does not work, is not used, and is not maintained.

Per a discussion in scala-internals (https://groups.google.com/forum/?fromgroups=#!topic/scala-internals/qqbuK1g1zhw) the consensus is that a branch should be taken off current master and then MSIL should be excised.
