Assigning to Phillip, as he is in touch with concurrency-interest about this. Setting the fix-version for 2.11, but we could still be persuaded to do this in 2.10.2.

Note that right now that's not true for the classes targeted for JDK8:

This is not always the case for some ongoing JDK8
j.u.c classes. Some are still dependent on other JDK8 features that
haven't stabilized, so might not work for those not building
openjdk from same sources and tracking bugfixes.
