2.11 SNAPSHOTs depend on old versions of modules #7901

The pom files for 2.11.0-SNAPSHOT are referring to the old version of dependencies. The latest version of scala-xml is 1.0.0-RC5 and scala-parser-combinators is at 1.0.0-RC3.

Since only the latest versions have proper OSGi headers, we can't build the IDE without repackaging Scala.
